First of all, what's "bizarre" to one may not be to another. You could just as well say that one who doesn't stylize their hair in a fashionable way is a "migrant who lacks education" due to not being in a social circle that lives at a higher standard, not being able to afford the luxury, or they're too busy with physical labor to look "nice."
Fashionable country
Japanese as a whole are some of the most fashionably conscious people in the world. Opinions on how nice their fashion is differs, but there is a reason why fashion brands largely consider Japan to be the prime test market and believe that success there means a high possibility of success elsewhere.
Culture
Culturally, Japanese are very detailed and place a high value in appearance. This can be seen all around things Japanese; appearance of bentos, presentation and intricacy of Japanese food, bonsai trees, craftsmanship of knives and other goods, kimono, their emphasis on handwriting, etc. So when it comes to fashion and style, they care about their appearance from head to toe. It's also believed that it reflects a person's lifestyle and character - it's hard to be clean outside if you're messy on the inside.
Stylist quality
In regards to hair, Japan's hair Stylists are often considered to be of some of the highest in quality. Just to legally cut hair in Japan requires years of training and a license that carries legal implications.
On a side note, that hairstyle in the photo is not an average cut. However, it is common for men to get perms and to my knowledge, Japanese women go to the hair salon more frequently than American women on average for maintenance.
