For some time SEGA needed to concentrate just on a few key franchises at the west, and it was only after SEGA of America was merged to Atlus USA at 2015 that things started to get much better.

There was no way they could have managed a huge online game such as PSO2 during those years, and even following the merge, they were busy with cheap Phantasy Star Online 2 Meseta not just localizing more matches from more franchises that they couldn't in the years before, but also they had been busy with improving their localization process so the western discharges could be closer to the JP releases.
