Is it really possible to steal a boat with a GPS jammer?

"How to Sail a Ship" will be one of the presentations at a U.S. Department of Transportation symposium on December 3. The event will feature speakers from Maersk, the U.S. Coast Guard, MARAD, and the department's research and technology division.

Jammers, jamming signals, and spoofing (sending false signals to make receivers report that they are in the wrong position) have become an increasing concern for operators over the past five years. A study by Germany's DLR Institute found that GPS frequencies were interfered with during a year-long journey between Europe and the Far East, as well as at every stage of the return journey. In 2019, the U.S. Coast Guard listed GPS signal interference as an "urgent concern" for the International Maritime Organization.

While GPS interference is a concern for ship operators, it is also a problem at all stages of the maritime supply chain, including rail, road and cargo handling ports. When hijacking trucks, stealing cargo, and loading stolen vehicles into containers, criminals often use GPS interference to disable tracking devices. Port operations across the country are often disrupted when truckers want to beat fleet tracking systems and introduce gps blockers in port areas. In 2017, maritime leaders reported patterns of phone interference detected in the Black Sea by the Resilient Navigation and Timing Foundation. Hundreds of ships reported their position in the middle of the Russian airfield. A subsequent study by the nonprofit C4ADS found that nearly 3,000 ships were affected in two years.

Ships in Chinese ports often spot GPS receivers that show locations hundreds of meters from the shoreline and around government buildings. This deception technique seems to have appeared on the black market and can be seen elsewhere as well. The nonprofit Skytruth, which documents the wide distribution of ships around the world, reported that they had left Northern California and were circling.
